Background

The Executive Member for Transport Decision made on the 21st April included a report updating that Local Authorities in England can apply to the Department for Transport to share powers with the police around moving traffic enforcement. This includes banned turns, access restrictions and yellow box junctions.  At that session the Executive Member for Transport made the following decisions:

 

(i)           That authority be delegated to the Director of Environment, Transport & Planning to write to the Chief Constable seeking support for the Council to take on the responsibilities for enforcement of part 6 of the Traffic Management Act 2004.

 

(ii)         That a public consultation on implementation on Traffic Management on the responsibilities for enforcement of part 6 of the Traffic Management Act 2004 as per Department for Transport guidance be approved.

 

(iii)        That authority be delegated to the Director of Environment, Transport & Planning to apply to the Department for Transport to take on the responsibilities for enforcement of part 6 of the Traffic Management Act 2004.

 

(iv)        That approval be given to explore a pilot scheme, and that authority be delegated to the Executive Member for Transport to make the decision on implementation.

 

(v)         That authority be delegated to the Executive Member for Transport to approve the further roll-out and enforcement of extended regulations.

 

 

 

 

The report and decisions did not define the pilot scheme, the banded right turn out of Lendal onto Museum Street was mentioned as a potential pilot scheme.

 

After further work the pilot scheme is now recommended to be the Micklegate Bar one way restriction. This is on the basis that there is a greater safety risk at Micklegate Bar and a review of the area around Lendal will be required once all the hostile vehicle measures are installed in the city centre.

 

Lendal will remain on the list for future schemes once the Council have been granted the shared powers.

Comments/Observations:

 

Decision:   To commence a consultation on a pilot scheme to share powers with the police for moving traffic enforcement at the Micklegate Bar restriction. 

 

This does not mean that Lendal will not be considered for future schemes but just allow a smoother roll out of this first scheme under these new powers.
